Key Components of the WHO Pandemic Treaty.

In a past blog earlier this year I have touched on the topic of the WHO and the New Pandemic Treaty.[1]In this blog I want to elaborate on this topic while focusing on its key components.

The New Pandemic Treaty is also known as the “Zero Draft report of the Working Group on Strengthening WHO Preparedness and Response to Health Emergencies to the Seventy fifth World Health Assembly.”[2]This draft plan includes regular simulation exercises global surveillance more vaccines more censorship contact tracing and digital passports.  [“Coincidentally” in Davos 2022 Klaus Schwab’s Economic Forum’s annual meeting theme was “History at a Turning Point” and the agenda included more vaccines more censorship and more LGBTIQ resilience.]  In the same week in Indonesia the U.N. office for disaster and risk reduction held their annual global platform where they planned for regular ongoing pandemic simulation exercises more global governance more money to fight climate change and ultimately accomplishing the U.N.’s 2030 Agenda.

The key components of this WHO draft treaty include:

International Vaccine Passports and Contact Tracing: Member states will be required to “support the development of standards for producing a digital version of the International Certificate of Vaccination and Prophylaxis (the WHO’s official vaccine passport.)” The WHO will also “develop norms and standards” for “digital technology applications relevant to international travel” such as contact tracing apps and digital health forms.

Global Surveillance: The WHO will conduct “coordinated global surveillance of public health threats” and member states will be required to build out their surveillance systems and work with the WHO’s global systems for surveillance. Non-state actions (which could include Big Tech Companies) will also be required to work with governments the WHO and other international partners to leverage their “considerable data” to “create the strongest possible early warning and response systems.”

Addressing “misinformation” “disinformation” and “too much information”: The draft treaty pushes “national and global coordinated actions to address the misinformation that undermine public health”. Member states will also be required to strengthen their approaches to “infodemic management” (a term coined by the WHO that refers to “too much” information in digital and physical environments during a disease ourbreak). Additionally non-state actors will be required to work with governments to fight disinformation.

Funding:WHO members are set to collectively pay the WHO over $950 million in dues for 2022-2023 and already paid over $270 million in voluntary contributions for 2020-2021. And this draft treaty proposes that G7 countries (Canada France Germany Italy Japan the UK and the US) also pay $11 billion for the “Access to Covid-19 Tools Accelerator (Act-A)”. Additionally it intends to create an “International Pandemic Financing Facility” that will extract long term (10-15 year) contributions of $5-10 billion per year.

The Brownstone Institute reported that[3]‘Leslyn Lewis a member of the Canadian parliament and lawyer with international experience has warnedthat the treaty would also allow the WHO unilaterally to determine what constitutes a pandemic and declare when a pandemic is occurring. “We would end up with a one-size-fits-all approach for the entire world ” she cautioned. Under the proposed WHO plan pandemics need not be limited to infectious diseases and could include for example a declared obesity crisis.”’

By 2024 the WHO hopes to have the pact completed. By requiring member nations to abide by the WHO’s updated International Health Regulations it will attempt to transfer to the WHO during a pandemic the regulating authority currently held by sovereign states. In fact according to Archbishop Vigano this treaty is “an attack on national sovereignty” and “part of a global coup”.[4]

So we have an unelected international health agency being on the verge of being granted sweeping new powers with the above changes impacting the national sovereignty of member states. If this happens the WHO will be the sole authority to impose rules in case of a pandemic and since it enjoys immunity its members cannot be tried or convicted if they commit crimes.

In this scenario we will have unelected technocrats with more power than that which citizens confer on their representatives by means of their democratic vote.
