In a pdf document which dates to 1985 by the inventor Bernard J. Eastlund, we find a patent for weather modification titled “Method and apparatus for altering a region in the earth’s atmosphere, ionosphere, and/or magnetosphere.”
What is a patent? “A patent is the granting of a property right by a sovereign authority to an inventor. This grant provides the inventor exclusive rights to the patented process, design, or invention for a designated period in exchange for a comprehensive disclosure of the invention. They are a form of incorporeal right.
Government agencies typically handle and approve applications for patents. In the United States, the U.S. Patent and Trademark Office (USPTO), which is part of the Department of Commerce, handles applications and grants approvals.”
The abstract says:
“A method and apparatus for altering at least one selected region which normally exists above the earth’s surface. The region is excited by electron cyclotron resonance heating to thereby increase its charged particle density. In one embodiment, circularly polarized electromagnetic radiation is transmitted upward in a direction substantially parallel to and along a field line which extends through the region of plasma to be altered. The radiation is transmitted at a frequency which excites electron cyclotron resonance to heat and accelerate the charged particles. This increase in energy can cause ionization of neutral particles which are then absorbed as part of the region thereby increasing the charged particle density of the region.”
Since this is a US patent, what are the odds that the US government is manipulating the weather?
